South Gippsland Planning Scheme Amendment C116 Amendment C116 was approved by the Minister for Planning on Thursday 9 July 2020. Approved C116 documents can be viewed here. Planning Scheme Amendment C116 applies the Land Subject to Inundation Overlay (LSIO) to the Lang Lang River, Little Lang Lang River and its tributaries (within South Gippsland Shire) and a section of Muddy Creek on the western urban edge of Toora. Maps detailing where the LSIO has been applied can be see below. The amendment also makes a series of planning scheme land zoning corrections to ensure that public and private land is in the correct zoning. The zone changes are considered procedural and remove zoning errors that could adversely affect how landowners use and develop their land. Maps detailing the zone changes are below. The amendment was prepared at the request of Melbourne Water (MW) which is the floodplain manager for the land west of Korumburra. The amendment also includes additions to the existing application of the LSIO at Toora. The West Gippsland Catchment Management Authority (WGCMA) is the floodplain manager for Toora.

Amendment C116 was approved by the Minister for Planning on 9 July 2020 and has now been included in the South Gippsland Planning Scheme. An Independent Planning Panel was appointed to consider the submissions received during the exhibition of Planning Scheme Amendment C116 as resolved by Council at their ordinary meeting in July 2019. The Panel Hearing occurred on 29 October 2019. The Panel Report has been received and can be reviewed here. |

Amendment C116 does not change the written provisions (ordinance) of the Planning Scheme. The LSIO ordinance consists of LSIO Clause 44.04 (state-wide standard provisions) and the LSIO Clause Schedule (local provisions). These documents need to be read in tandem. The LSIO ordinance sets out the planning permit requirements and exemptions for land in the LSIO mapped area.
